Board of Directors Meeting

October 10, 2019

 

The Snowmobile North Dakota Board of Directors held a meeting on October 10, 2019.

 

Members Present: Brent Haugen, Chase Heck, Dale Deibert, Joanne Seifert, Joel Iverson, Laura Forbes, Paula Berg, Perry Brintnell, Quince Hambeck, Randy Knain, Reily Bata, Shawn Cole, Troy Klevgard

 

Excused Absence:  Jeff Seifert

 

Others Present: Todd Thronson – Executive Director, Char Binstock – NDPRD, Jolene Rieck – NDPRD

 

  1. Call to order at 7:09PM by Reily Bata
  2. Approve Agenda – Dale made a motion to accept the agenda, seconded by Shawn, approved by all members present
  • Approve Minutes
    1. The minutes of the June meeting were e-mailed to all board members prior to the meeting.
    2. Quince made a motion to accept the minutes, seconded by Shawn, approved by all members present
  1. Financial Reports
    1. The financial reports were e-mailed to all board members prior to the meeting
    2. Troy made a motion to accept the SND Trail Program financials, seconded by Brent, approved by all members present
    3. Shawn made a motion to accept the SND balance sheet, seconded by Joel, approved by all members present
  2. Reports
    1. President’s Report: try to bring as many folks as possible to convention
    2. Office Report:
      1. SND Facebook total of 2505 likes as of October 2, 2019
      2. We received 20 memberships and 2 associate memberships from the new club in Garrison
  • Todd plan on attending the Bismarck Tribune Sport Show in February with NDPRD and possibly the St. Cloud Sport Show again
  1. We have been working with the new Sakakawea Fence Stretchers Trail system in the Garrison area. We were able to provide most of the signs and post materials from our inventory in the shop. We will be ordering more signs this fall. Dale drove around the new route and gave them some suggestions on signing needs.
  2. Amazon Smile – free money, please promote!
  1. NDPRD Report:
    1. Have received 130 registrations in August and 100 in September
    2. There will be a Youth Safety Course at the convention
  • Char Binstock will be taking the position of Grant Coordinator so NDPRD will have an opening for Motorized Recreation Coordinator and will be posting that with hopes to fill it in early November and to have the person at SND Convention in December
  1. Committee Reports
    1. Equipment Committee – will meet after Board meeting
      1. New groomer was delivered and we traded the 2008 unit that is from the Cando area now temporarily located in the Lake Region system
      2. We are working on bids for a new drag
  • RTP grant for 2020 was approved to be funded by the RTP advisory committee on 6/18/19
  1. Budget Committee – will want to talk about Todd’s salary later in the meeting
  2. Regulations Committee – no updates
  3. Awards and Nominations Committee
    1. Associate of the Year – Jay’s Automotive of Northern Lights Trail Blazers (Rugby)
    2. Groomer of the Year – Rick Bruggeman of Northern Lights Trail Blazers (Rugby)
  • Family of the Year – Catlan Lysne Family of Lake Region Club (Devils Lake)
  1. Snowmobiler of the Year – Don Schmidt of Rough Rider Snowmobile Club (Bismarck)
  2. Young Rider of the Year – Jack Swanson of Northern Lights Trail Blazers (Rugby)
  1. Trails Operations Committee – no updates
  • Old Business
    1. Probation Systems
      1. Red River South – until June 2020, on track with no new issues
    2. Groomer Tracking Software & Mapping Program Update – there is a glitch where the miles don’t match but Todd is working on this with the company – it was a crash on their end – mapping has a glitch, tracking works great
    3. 2019 Convention – Peace Garden Trail Association hosting December 6-7, 2019 at the Cobblestone Inn in Bottineau – mailing has gone out
    4. Internet Service and VPN in Office
      1. VPN for the laptops in motels when not secure for $104 for 3 years
      2. Still paying for Midco internet as mobile hot spot not working
  • New Business
    1. 2019-2021 SND / SNDTP Budget
      1. No SnoDak News so budget lower and memberships up a little from last year
      2. Trail Program added some for salaries (raise for Todd, marketing person we share with NDPRD, accountant for reconciling books)
  • When contract approved, budgets are approved
  1. Quince made a motion to approve the 2019-2021 SND / SNDTP Budget, seconded by Joel, approved by all members present the motion carried

 

  1. 2019-2021 NDPRD Contract
    1. Risk Management reviewed the language
    2. Changes were made to the audit and marketing sections
  • There will be updates to the land leases but any current leases will remain and will only need to update those which are expiring or new leases that are obtained
  1. Troy made a motion to sign the contract tonight, seconded by Reily, approved by all present the motion carried. Laura will sign the contract tonight
  1. Executive Director Salary
    1. Todd has determined he can do the job himself and that we don’t need a full time office manager. We may only need someone part time during the busier winter months around convention and State Ride times. Based on this, Todd’s current salary is approximately $10,000-$12,000 less than that of his peers in other states doing a similar job description involving both director and office manager tasks
    2. The Budget Committee will meet to discuss increasing Todd’s salary and bring recommendations to the full SND board
  2. Office at NDPRD
  3. Future separate SND and SND Trail Program Meeting / Agendas
    1. With the new contract we may do separate meetings with the two separate entities
  4. Audit Findings – A summons to appear was not answered so a warrant was issued. Tari was arrested and made first appearance October 3rdand was released on unsecured bond. Preliminary hearing and arraignment is set for November 4th at 11:00 in Bismarck. At this time we do not know the exact amounts as Bank of North Dakota would not release deposit records for what may have been paid back. If people ask we can refer them to the public records website for information.
  5. New Trail System – Sakakawea Fence Stretchers – Garrison
    1. They have sent in their memberships – 20 memberships, 2 associate memberships
    2. They are making signs, Dale gave them suggestions on where to sign
  • They will be contract groomer for 150 miles of trail
  1. Sign order
    1. Money has been allocated
    2. Stop signs and chevrons needed
  • 1000 sign posts available
  1. 2020 State Ride and Convention – Pembina Hills Trail Riders in Walhalla February 1, 2020 – NE will be having a meeting next month to nail down details per Reily
  1. Announcements
    1. Short Equipment Committee meeting after this meeting

    1. Shawn made a motion to adjourn, seconded by Chase, approved by all members present – meeting adjourned at 8:15 PM.
