The Snowmobile North Dakota Board of Directors held a meeting on November 30, 2018.

 

Members Present: Reily Bata, Joel Iverson, Laura Forbes, Byron Norsby as proxy for Sherman Pladson,  Dale Deibert, Joanne Seifert, Shawn Cole, Brent Haugen, Perry Brintnell, Jeff Seifert, Randy Knain, Quince Hambek, Paula Berg

 

Excused Absence: Troy Klevgard

  1. Call to order at 6:06PM by Laura Forbes
  2. Approve Agenda – Reily made a motion to accept the agenda, seconded by Byron, approved by all members present
  • Approve Minutes
    1. The minutes of the October meeting were e-mailed to all board members prior to the meeting.
    2. Paula made a motion to accept the minutes, seconded by Byron, approved by all members present
  1. Financial Reports
    1. The financial reports were e-mailed to all board members prior to the meeting
    2. Funds are a little behind so far this year due to memberships being down a little
    3. Shawn made a motion to accept the minutes, seconded by Quince, approved by all members present
  2. Reports
    1. President’s Report: nothing reported
    2. Office Report:
      1. Sno-Dak news is printing now, ad numbers continue to decline, will discuss in New Business
      2. SND Facebook total of 2316 likes as of November 15, 2018
  • ND Living Travel magazine doing an article on SND
  1. Some memberships have begun coming into the office for the 2018-2019 season – 52 family / individual and 6 associate as of 11/25/18 – Todd is also promoting memberships through the office
  2. Todd attending some trade shows – Puklich Chevrolet Sportsmen’s Show Dec 7-8 in Bismarck and St. Cloud Sportsmen’s Show Feb 8-10, 2019
  3. Amazon Smile – free money, please promote!
  1. NDPRD Report:
    1. Grants Coordinator Hired – Genny Giese
    2. To schedule a class now will need to call the office directly at 701-328-5357 now that Tari is gone – has been slow, one this weekend at convention and another one coming up
  • Discussion about introducing rangers onto trail system – 12,500 registrations for rangers in ND, would add a lot of funds into the budget
  1. Committee Reports
    1. Equipment Committee – will meet after Board meeting
      1. New groomer delivered to the Northeast, Cavalier unit went to Rolla and Rolla unit was traded in
      2. New drag is ordered and being built – will decide final location in Equipment meeting following this meeting
    2. Budget Committee – nothing new
    3. Regulations Committee – no updates
    4. Awards and Nominations Committee
      1. Two applications were submitted for the Grant and Aid and we have a total of $477 to dispurse.
      2. Oakes SnoBusters asked for $203.42 – Jeff made a motion to fund 70% of that ($142.39), seconded by Shawn, approved by all present
  • Missouri Valley asked for $4950 – Jeff made a motion to dispurse the remaining funds ($334.61), seconded by Shawn, approved by all present
  1. Young Snowmobiler of the Year – Kristian Fritz
  2. Scholarship of $400 – Madison Clemens
  3. Hall of Fame – Harland Haugen of Valley City
  • Director and Officer terms expiring this year that will be voted on at tomorrow’s meeting: President, Vice President, Secretary, Paula / Region 1, Quince / Region 2, Reily / Region 3, Shawn / Region 4 and Brent / Region 5
  1. Trails Operations Committee – pick up signs in the parking lot
  • Old Business
    1. Probation Systems
      1. Northeast – until June 2019, on track with no new issues
      2. Red River South – until June 2020, on track with no new issues
    2. Groomer Tracking Software & Mapping Program Update – Automated Logistics has started providing more updates as promised so we are staying with them as our provider for one more year
    3. Tracked Vehicle Testing Reports
      1. Now that tracked dirt bikes are allowed reported have seen 2 so far on the trail system
      2. Erik wants to set up a specific trail system as a Phase Two Testing area next season – he’s thinking Missouri Valley since they don’t butt up against any other trail systems and their trail is all in public right of ways – no leases needed to test
  • Other volunteers included ECVTA and Snow Trails for tracked OHVs
  1. Will need new / updated signage for the tracked OHVs and to broaden the permits
  1. 2019 State Ride – Moonlighters Snowmobile Club hosting in Langdon ND – there are two hotels in Langdon on Highway 5 right on the trail – board meeting will be Friday Feb 1, 2019 at 7:00pm
  2. 2019 Convention – Peace Garden Trail Association hosting December 6-7, 2019 at the Cobblestone Inn in Bottineau – they’re very excited to have us back
  • New Business
    1. Northeast Association – the north central eastern half of the trail will be temporarily closed for this season due to lack of volunteers to sign the trail
    2. DOT Snowmobile Registration Take Over
      1. The document is on Melissa’s desk to sign to go forth with legislation for SND/NDPRD/DOT to take over the registration of sleds and OHVs
      2. Waiting on Governor’s budget until middle of session – likely hold off and not prefile in med December – will move on it as soon as we know but it all depends on the Governor’s budget
  • It will be for both OHVs and snowmobiles
  1. State revenue projections are trending low and agencies had to reduce budgets so have to hold off a little before introducing
  1. Guideline Change – Membership Insurance Benefit
    1. This benefit is no longer available – we need a motion to remove it from the guidelines technically
    2. Paula made a motion to remove the wording from the guidelines, seconded by Brent, approved by all present
  2. SnoDak News
    1. We’re losing $1500-$2000 per issue
    2. Polaris has now dropped out as an advertiser
  • Discussion held on how to progress forward – Shawn made a motion to produce one hard copy magazine preconvention with information about all the year’s events that are currently set up then follow up with digital issues after that sending a mailer now and next fall letting people know the magazine will be discontinued in hard copy and be available digitally – seconded by Jeff, approved by all present
  1. Office Manager Position
    1. last meeting we discussed bumping Todd’s salary for the additional work he’s doing with Tari gone
    2. Shawn made a motion to give Todd a $2/hour raise retroactive to October 1, 2018 – seconded by Quince, approved by all present
  • We’re not ready to look for an office manager yet, Todd’s working on the first benchmarks and wants to get a better hold on the books before we go forward with that
  1. Announcements
    1. ACSA calendars available
    2. Signs available in the parking lot
    3. Short Equipment Committee meeting
    4. Push memberships
    5. There will be only one Groomer Class tomorrow, the experienced one in the Mediterranean Room
  2. Adjournment
    1. Byron made a motion to adjourn, seconded by Quince, approved by all members present – meeting adjourned at 7:13 PM.
