Annual Meeting

December 7, 2019

 

The Snowmobile North Dakota Annual meeting was held on December 7, 2019 at the Cobblestone Inn and Suites in Bottineau, ND.  There were 16 of 39 delegates present.

 

Board Members Present: Paula Berg, Perry Brintnell, Dale Deibert, Randy Knain, Joel Iverson, Joanne Seifert, Laura Forbes, Reily Bata, Shawn Cole, Troy Klevgard, Jeff Seifert, Brent Haugen, Chase Heck, Quince Hambeck

 

Others Present: Todd Thronson – Executive Director, Char Binstock – NDPRD, Jolene Rieck – NDPRD, Tony Hillig – NDPRD, Ben Potts – NDPRD, Jared Motzke – NDPRD

 

  1. Call to order at 9:08 AM by Laura Forbes
  2. Approve Agenda – Todd Soby made a motion to accept the agenda, seconded by Chris Iverson, approved by all members present
  • Approve Minutes
    1. The minutes of the 2018 meeting were distributed to all members present at the meeting.
    2. Jay Loughman made a motion to accept the minutes, seconded by Marlin Schiele, approved by all members present
  1. Financial Reports
    1. Todd reviewed the financials for October 2019
    2. Josh Trupe made a motion to accept the financials, seconded by Val Heinze, approved by all members present
  2. Reports
    1. NDPRD Report – Jolene Rieck the Chief of Planning and Programs for NDPRD introduced the NDPRD staff present
      1. Tracked Vehicles
      2. There will be no official policy on tracked vehicles and the program is being halted for now pending further stakeholder meetings and case studies with other states
  • They will take into consideration land lease concerns that have been brought forward and pursue focus groups, peer case studies, education and outreach before making any kind of official policy recommendation
  1. Snowmobile Registrations
  2. The DOT didn’t send mailings until late for snowmobile registrations so numbers were down (Sept 136, Oct 390, Nov 3883, Dec has 379 due)
  3. Safety / Enforcement
  • Rangers & officers can be present at your fun runs if you let Tony know when they are
    1. Introduced Tony Hillig as new Motorized Recreational Coordinator – Char Binstock will be moving to position as Grants Coordinator
  • RTP was approved but of the $1.1 million only authorized to give out $147,000 to start with – there is a ranking from the Advisory Committee with 15 on the list, SND is about #8 and money is given out as ranked
  1. SNDTP Financial Reports
    1. Todd went over the Trail Program financials and answered questions from the floor
  2. Old Business
    1. Amazon Smile
      1. 0.5% of sales goes back to SND general account mostly into the marketing account – this totaled over $200 last year
  • New Business
    1. New Trail System – Sakakawea Fence Stretchers out of Garrison / Max / Plaza
      1. 149 miles of trail
      2. 30 memberships
    2. Regional Trail Association Meetings
      1. Let Todd know when you’d like to schedule these and he’ll coordinate with your clubs
  • Announcements
    1. 2020 State Ride and Convention – Pembina Hills Trail Riders in Walhalla February 1, 2020 – vintage ride and show, radar run, Governor Burgum interested in attending
    2. 2020 SND Convention – no bids yet, let Todd know as soon as possible if you’re interested
    3. 2021 State Ride – ECVTA is interested in hosting
    4. Signs are available in the parking lot for pick up after the meeting
    5. Todd has insurance forms that need to be signed by each association
    6. There will be only one Groomer Class today, the experienced one, at 2:00pm today in the Nelson Room
    7. The Signing Class will be at 1:00pm today in the Nelson Room
  1. Adjournment
    1. Diane Helseth made a motion to adjourn, seconded by Dean Forbes, approved by all members present – meeting adjourned at 9:33 AM.
