Annual Meeting

December 1, 2018

 

The Snowmobile North Dakota Annual meeting was held on December 1, 2018 at the Clarion Inn in Minot, ND. There were 23 delegates present.

 

Board Members Present: Dale Deibert, Joanne Seifert, Jeff Seifert, Joel Iverson, Perry Britnell, Shawn Cole, Brent Haugen, Quince Hambek, Reily Bata, Laura Forbes, Troy Klevgard, Paula Berg, Byron Norsby as proxy for Sherman Pladson, Randy Knain

 

Others Present: Todd Thronson – Executive Director, Erik Dietrich – NDPRD

 

  1. Call to order at 9:08 AM by Troy Klevgard – thanked Magic City Driftbusters for hosting the convention
  2. Approve Agenda – Chris Iverson made a motion to accept the agenda, seconded by Marlin Schieile, approved by all members present
  • Approve Minutes
    1. The minutes of the 2017 meeting were distributed to all members present at the meeting.
    2. John Kelly made a motion to accept the minutes, seconded by Mike Moore, approved by all members present
  1. NDPRD Report – Erik thanked all the volunteers and introduced Melissa Baker the director and other NDPRD members present
    1. 2018 Legislative updates
      1. OHV / snowmobile registrations – DOT approached us to take this over but the state is in a budget crunch now until the Governor’s budget is released – unfortunately the budget release date is after the bill submission date and prefile date so this will need to come from the legislature after the prefile date – we can’t do anything until the Governor’s budget is released and we know what our funding looks like
    2. Snowmobile Registrations – registrations are down 800 from the last biennium – could pop up with a good snow year – talk to your friends about registering their sleds
    3. Safety Classes
      1. Contact Audrey at headquarters to schedule a class at 701-328-5357 or 701-328-5348
      2. There will be a class at convention this weekend
    4. Enforcement – If you have events that need officers present let Erik know, the earlier the better
    5. New Grants Coordinator Genny Giese has started and new manager Jolene Rieck will start January 8 and she will be at the State Ride in Langdon.

 

  1. SND Reports
    1. The financial reports were distributed to all members present at the meeting = John Kelly made a motion to accept the financial reports as written, seconded by Brian Coster, approved by all members present
    2. Club Officer Form due in the office as soon as possible
    3. Memberships are coming in steadily, keep them coming, they make the whole thing run
    4. Of the Year applications are due April 1st, 2019 – 2018 awards will be presented tonight at the banquet
  2. Old Business
    1. Amazon Smile
      1. 0.5% of sales goes back to SND general account mostly into the marketing account – this totaled over $200 last year
    2. NDPRD Administer Registration of Snowmobiles – back on the table, $5 of each goes to DOT now, would go to NDPRD if took over task – discussed earlier in NDPRD report
    3. Tracked Vehicles
      1. Last March testing on the physical impact on the trail system and interaction between sledders was tested on the trail system with sleds, 3” paddles, tracked OHV dirtbikes, and side-by-sides on a trail and in the trees, on flats, passing, and coming upon one another to gauge impact on the sled and OHV (depth, turning radius, stopping time) – that report is online on the SND website
      2. Discussion now in place about a pilot program next season, Phase Two Testing of a closed trail system that runs strictly in the public right-of-ways, has no land leases, and doesn’t butt up against any other trail system.
  • Show of hands for membership in favor of Phase Two Testing – majority of those present approved
  1. The Forrest Service would be OK with us removing trees if needed but they won’t do it for us
  2. SND is 44 years old and needs to keep moving forward to keep growing and stay alive – this will bring additional uses and funds into the trail system
  3. This would be and Administrative Code not a Century Code issue so would not need legislative action to change it
  1. Office Manager Replacement – Tari Norby left the position in October, since then Todd has been doing both jobs – he wants to learn both so he can teach the new office manager when they’re hired – we will look into this after the new year
  • New Business
    1. Regional Trail Meeting Dates = as snow progresses will schedule meetings to coincide with trail inspections – these will be 1 to 2 hour meetings by region, not club
    2. SnoDak News
      1. We’re losing $1500-$2000 per issue
      2. Polaris has now dropped out as an advertiser
  • Let membership know that going forward we will produce one hard copy magazine preconvention with information about all the year’s events that are currently set up then follow up with digital issues after that sending a mailer now and next fall letting people know the magazine will be discontinued in hard copy and be available digitally
  • Announcements
    1. 2019 State Ride – Langdon ND – February 1-2, 2019 – Moonlighters Snowmobile Club – live music, two hotels on the trail system right in Langdon on Highway 5
    2. 2019 SND Convention – Peace Garden Trail Association – December 6-7, 2019 – Cobblestone Inn Bottineau, ND
    3. ACSA calendars available – $5 of every calendar sold goes back to SND, opportunity to win $20 per calendar 2 times per week
    4. Signs are available in the parking lot for pick up after the meeting
    5. There will be only one Groomer Class today, the experienced one, at 1:00pm today in the Mediterranean Room

    1. Pat Miller made a motion to adjourn, seconded by Marlin Schieile, approved by all members present – meeting adjourned at 10:04 AM.
