Board of Directors Meeting

December 6, 2019

 

The Snowmobile North Dakota Board of Directors held a meeting on December 6, 2019 at the Cobblestone Inn and Suites in Bottineau, ND.

 

Members Present: Brent Haugen, Chase Heck, Dale Deibert, Joanne Seifert, Joel Iverson, Laura Forbes, Paula Berg, Perry Brintnell, Quince Hambeck, Randy Knain, Reily Bata, Shawn Cole, Jeff Seifert

 

Excused Absence: Troy Klevgard

 

Others Present: Todd Thronson – Executive Director, Char Binstock – NDPRD, Jolene Rieck – NDPRD, Tony Hillig – NDPRD, Ben Potts – NDPRD, Jared Motzke – NDPRD

 

  1. Call to order at 7:52PM by Laura Forbes
  2. Approve Agenda – Reily made a motion to accept the agenda, seconded by Jeff, approved by all members present
  • Approve Minutes
    1. The minutes of the October meeting were e-mailed to all board members prior to the meeting.
    2. Shawn made a motion to accept the minutes, seconded by Jeff, approved by all members present
  1. Financial Reports
    1. The financial reports were e-mailed to all board members prior to the meeting
    2. Randy made a motion to accept the SND Trail Program financials, seconded by Chase, approved by all members present
  2. Reports
    1. President’s Report: nothing at this time
    2. Office Report:
      1. SND Facebook total of 2525 likes as of December 3, 2019
      2. We have 112 memberships as of 12/3/19 with more coming in almost daily – of note Williston sent in 24 memberships and they haven’t had a trail system in 8 years
  • Todd plan on attending the Bismarck Tribune Sport Show in February with NDPRD and possibly the St. Cloud Sport Show again
  1. Equipment: the new drag is being built in Fargo and the RTP grant for 2020 was approved to be funded by the RTP advisory committee on 6/18/19
  2. Trail System Openings and Inspections
    1. We have a couple systems all signed, many are close
    2. Sargent County is taking a year off from signing so they will be put on probation
    3. The eastern side of the Northeast Association has gained support and is signing again this year, all of it
    4. The eastern half of the North Central Association is not signing again this year, their second year (Cando/Egland/Bisbee area)
    5. Sakakawea Fence Stretchers have signed over 80% of their new trail, just waiting for more signs to finish
    6. The southern part of the Rural Cass trail has gained support and is being signed this year after taking one year off
  3. Amazon Smile – free money, please promote!
  1. NDPRD Report:
    1. There will be a Youth Safety Course at the convention, Ben and Char are teaching it, it will be at 1:00pm on Saturday
    2. There is a new website for out of state permits
  • The DOT didn’t send mailings until late for snowmobile registrations so numbers were down (Sept 136, Oct 390, Nov 3883, Dec has 379 due)
  1. Char Binstock will be taking the position of Grant Coordinator so Tony Hillig will be the new Motorized Recreational Coordinator and he is here at convention to meet everyone
  2. RTP was approved but of the $1.1 million only authorized to give out $147,000 to start with – there is a ranking from the Advisory Committee with 15 on the list, SND is about #8 and money is given out as ranked

    4. Awards and Nominations Committee
      1. Associate of the Year – Jay’s Automotive of Northern Lights Trail Blazers (Rugby)
      2. Groomer of the Year – Rick Bruggeman of Northern Lights Trail Blazers (Rugby)
  • Family of the Year – Catlan Lysne Family of Lake Region Club (Devils Lake)
  1. Snowmobiler of the Year – Don Schmidt of Rough Rider Snowmobile Club (Bismarck)
  2. Young Rider of the Year – Jack Swanson of Northern Lights Trail Blazers (Rugby)
  3. Grant and Aide applications: Reily made a motion to split the funds between Devils Lake and Bottineau, seconded by Jeff, approved by all members present
  • Scholarship applications: Brent made a motion to split the scholarships evenly between Jena Stromberg and Jack Whaley, seconded by Reily, approved by all members present
  • Director and Officer terms expiring: President, Vice President, Secretary, Region 1 Dale Deibert, Region 2 Randy Knain, Region 3 Perry Brintnell, Region 4 Joel Iverson, Region 5 Jeff Seifert

  • New Business
    1. Audit Findings –
      1. Charges were filed against Tari and she went to court where she pled guilty and was charged with a B Felony. She is ordered to pay restitution of $29,431.26 within 10 months, she served two days in jail and will be on unsupervised probation for one year. If she pays it off in the time required her record will be wiped clean per the judge.
      2. Of the money she is paying back $5000 was for the audit and has to go back to the main accounts to pay for that. Shawn made a motion to put the remainder in the scholarship fund, seconded by Paula, approved by all members present
